Yeah, the legacy of that NFF FERC disaster has haunted the fishing community for a long time. It went so badly in the opinion of so many that I don't think they could do that again. The fishing folks, it seems, were outmaneuvered on the NFF. I hope that we've all learned our lessons from that. I also hope this thread doesn't devolve into another "Cal Trout is evil" thread, as these sorts of conversations have done in the past when we talk about flows and FERC in any way.
I called the AW folks at some point either early this year or late last and asked, point blank, what they were trying to get on the McCloud. The guy told me they were interested in seasonally adjusted flows that would mimic the "natural hydrograph," adding that they didn't think that it was normal or good to have static flows that were artificially maintained. I didn't ask why they'd push for artificial flows on the NFF and then trumpet the values of a natural hydrograph... I was working at FOR at the time and it wasn't in my job description to piss off people who we might have to work with on other projects (FOR isn't involved in the McCloud).
So... on with the quest for numbers.
