Well, I'm just a posting fool these days, so here is another.

Drove up to Dunsmuir and Grandma watched Anna while Grandpa and I went fishing. We headed to the McCloud... a river I love deeply and have not managed to fish for at least the past two years... I was hoping it wouldn't feel slighted, hold it against me. I told it that, ya know, I had a kid, things change... it seems to understand.

We didn't get there until about noon. Decided to go to the Conservancy, since that would make for easier getting around for my dad. There were only 2 cars at the end of the road and 3 tags out. We went just 1/4 mile or so down from the cabin and hit the water. Man... that place is just beautiful.

We fished for about 5 hours total, didn't see another angler on the water. I caught a few fish on #16 BHPT's with a little red dubbing mixed in and a few on a #18 midge pattern... also picked up a few high stick dry fly fishing in little pockets. Nothing big, 11" was my largest and I even got a 4"er. Ended up with 13 and my dad had 7 (6 caught in his last hour). Small fish were in the pockets and the big fish... well, I didn't catch any big fish so I can't tell you much about them.

I threw streamers a little bit and was excited to see one large brown come out and charge the fly... this guy was MAD, but he didn't eat it, didn't stick around and didn't come back. Fun to see the fish though.

Temps were lovely and really, you could not ask for a better August afternoon on a more beautiful river. Got back in time for dinner with the folks and my daughter.

Bjorn----Being you're "born & raised" in the area; do have any incite and/or opinions relative to the FERC re-licencing on the McCloud and how it will affect the fishery and angling? I'm curious because my first 10 years of fly fishing was done on the McCloud and upper Sacramento. I was given a thorough tour of the area fly fishing by my brother-in-law "Doc" Stensaas who was an instructor at COS from the early '60's. We frequently fly fished the lower McCloud before the the NC arrived ('74-'75?).

Craig Neilsen responded to my question in a very thorugh and informative matter...(thanks Craig). I'm curious what your opinion is. Recently I got a different opinion on how it will affect the fishery and angling by someone I met in Truckee. Is the person I spoke with a "lone wolf"? What are you hearing from local anglers, residents and guides?

Please be patient relative to a quick reply; most especially during May-October.

My latest crusade is limiting undo fly fishing guide impact on the Little Truckee River. This small venue is being abused my commericial guiding interests. Consequently the fishery is being abused, IMO, most especially by guides to the detriment of the fishery. Moderation is the key in usage.

During the last two seasons I've diplomatically mentioned to many guides that they should coordinate with others guides so that they minimize impact...it has been to no avail. Some entities are more guilty than others; weather independent or "stabled" (outfitter or fly shop). So I've just started taking this public. Any civil suggestions/comments on limiting guide impact would be appreciated.

Simply, I'm a fly fishing junkie. In 1984, in order to justify my addiction, I started Thy Rod & Staff in Truckee; the longest existing, fly fishing guide service in the Tahoe area and possibly one of the longest in California. I'm an independent; so the "buck stops with me". I tailor trips to the specific desires and skill levels of the client; no "my way or the highway" guiding.

Simply, experience counts folks! 2009 will be my 26th year exclusively as a professional fly fishing guide in Truckee. As long as I enjoying the interaction with other passionate fly anglers and/or those new to the sport; my service will continue into the future. I also "host" fly fishing club outings.

Encouraged by clients & family I started the Reel School of Fly Fishing in 1996. There are scheduled one & two-day clinics through-out the "general" season; entailing a maximum 3-to-1 attendee-to-instructor ratio. Now, since the season if open year-round; I have a scheduled snow-shoe/fly fishing group-outing during March.

Again in 2010 I will be "hosting" two groups at a private lodge in Chilean Patagonia; located 2+hours from Coyhaique, Chile. The lodge accommodates six (6) fly anglers only. It is located in an isolated river valley (40 minute jet-boat ride down river...no roads). From my past experience in this area, I'm guessing it is like Montana was 50-60 years ago....far-far-away from the "real world". Inquire for specifics, I will be going there every year. I've arranged with the lodge for some incredible pricing for two "hosted" weeks in 2010. Also I can arrange other stays and special pricing...contact me.

Hey Frank, ya know... I was looking for what the flows were being proposed as and I just never found anyone that would tell me... that was a few months ago and I have not looked in the meantime. I saw in the draft plan that they are talking about a powerhouse at the base of McCloud Reservoir, but I've had conflicting reports about what that means.

Honestly, I'm a little worried, but don't have enough information to make an informed comment just yet. I'd love to see what Craig wrote... or I could just ask him myself, I guess.

Seems like things were trending towards providing some higher flows outside of the fishing season. My read of the suitability studies for rafting and fishing showed that there is basically no middle ground there. Flows that are too high for fishing are still too low for rafting. The only way to accommodate both is to do them at different seasons.

OK... now I have to start looking at this again.

That sure is a lovely river. I fished it one day in June[guided by Craig] with modest success, along with my Brother in Law, who was a beginner [and still is] We had a blast!! Richard had a great time, and Craig sure knows that stretch well.

Frank, in CalTrout's latest Streamkeeper Log here's what they say they're recommending:

Maintaining summer base flows at, or slightly above, current levels.
Increasing winter base flows to protect fish from natural high flow events and to reduce scouring of eggs in redds.
Slowing down ramp spring flows to protect rearing rainbow trout fry.
Recording stream flow data at Ah-Di-Na and making it available real-time on the internet.
Augmenting spawning gravel below McCloud Dam.
Maintaining and protecting the current high-quality fishing experience on the McCloud.

Bjorn---a clarification relative to saying Craig Neilsen responded to my inquiry about FERC relicensing on the McCloud...that occurred on Keine's board under the current thread he started on a report he provided. Sorry for the confusion for those following this thread.

Thanks for your response...I'm trying to get, ideally, objective info on this...my first instincts is that there is two extreme positions relative fishery and whitewater interests. Can there be a common groung met as you suggest?

Hey Frank, from what I've seen the only way to meet in the middle is to be on the river at different times of year... basically, rafters might get some access before the river is open as higher flows mimic winter flows... but... I have not seen exactly the numbers that folks are talking about. From the suitability studies it looks like the top flows for fishing were about 400 cfs or so (don't recall the exact numbers) and rafting started at 700-800 cfs with their prime being 1,100... that's a pretty wide gap. Seasonal flows might give the rafters something to work with without screwing up the fishing. Certainly there won't be recreational pulse flows... I think that's a dead idea and I have not heard anyone, not even AW, advocate for that. Where the final numbers really land will determine a lot and those numbers are the things I have not seen in detail... have not looked in a couple months though. Curtis should know. The TU guy who I was pointed to never replied to my emails and the FERC representative that I got in touch with basically told me that nothing was determined and didn't want to be pegged down on any number or number range. I'll check out Craig's post.

Andrew & Bjorn---Thanks for both of your informative comments.

Andrew, Craig did refer me to Cal Trout's website and guessing you synopsized CT's positioning on the FERC re-licensing, and, as always I trust what you say...so I didn't go to the site.

Bjorn---Interesting that you mention the numbers. IMO, the numbers are the key when it all comes to flows; from both fishery/angling and whitewater interests. Actually, I like your opinion on seasonality of use by both stake-holders; that seems reasonable...for both interests.

Also, your comment that "pulse flows" are off the table; I'm glad to hear that. That was one of the tricky issues when the "tip-of-the-iceberg" FERC re-licensing started on the North Fork of the Feather in 2000...I didn't make many friends then in my dislike for FFF, CT and TU's positions; at the time I felt that they were politically out-manuevered by commericial white-water interests...seems like they received the message now.

Yeah, the legacy of that NFF FERC disaster has haunted the fishing community for a long time. It went so badly in the opinion of so many that I don't think they could do that again. The fishing folks, it seems, were outmaneuvered on the NFF. I hope that we've all learned our lessons from that. I also hope this thread doesn't devolve into another "Cal Trout is evil" thread, as these sorts of conversations have done in the past when we talk about flows and FERC in any way.

I called the AW folks at some point either early this year or late last and asked, point blank, what they were trying to get on the McCloud. The guy told me they were interested in seasonally adjusted flows that would mimic the "natural hydrograph," adding that they didn't think that it was normal or good to have static flows that were artificially maintained. I didn't ask why they'd push for artificial flows on the NFF and then trumpet the values of a natural hydrograph... I was working at FOR at the time and it wasn't in my job description to piss off people who we might have to work with on other projects (FOR isn't involved in the McCloud).

So... on with the quest for numbers.

Having been a member of CalTrout since 1974 I think I've earned the right to call them out whenever some fool brings up their actions re: NFF.

Unlike you, I actually sent them money for years. So drop the holier than thou attitude. I WAS betrayed by their actions. All I've asked from CT is a simple apology -- like hey Don we screwed up or sorry man, we'll try to do better in the future. Do I hear form them? Sure I do, about twenty times a year they send corespondence to me soliciting for more money. Man, that's a great waste of resources when a simple apology is all I need. Scrw 'em and scrw the dead hourse too.

Bjorn, I met you and I liked you. All in all you seem to be a fine young man. I'll even put the Patagonia BS aside if you don't bring it up again.
