Similar regulations are in place in Canada's eastern provinces for both Atlantic Salmon Waters (Gaspe/New Brunswick) and trophy brook trout waters (Labrador). Non residents must have a guide under most circumstances and there is a complex lottery system and crown reserve waters. Certainly limits access to all but the wealthy or more determined.
