SB 1262 is a newly introduced legislative bill by the new Senate Minority leader. Interesting to see how far this has come since his initial hatchery protection legislation failed a few years ago.
Previously passed legislation (Cogdill) mandated that 25% of fish produced by state fish hatcheries are to be used for the purpose of initiating and managing the restoration of naturally indigenous stocks of trout to their original California source watersheds. This bill would exclude fish produced in mitigation hatcheries from the computation of the 25% restoration goal:

In it's analysis of the Governor's Proposed State Budget, the Legislative Analyst's Office proposed that a special be created for fish and game warden positions, thus sparing them the ax during a budget crisis:
