For $10 the Festival will cover more than just casting. Think of it as a learning session of exposing yourself to different aspects of fly fishing. I am not too much into the casting part, course, I could use a lesson or two. Check out the scheduled programs available. Of course, there will be a lot of tying both days. There will be some rod makers there with their goods. Not certain if they will be able to fit your bill for a multi piece rod though and within your budget. The silent auction might be just what you are looking for in the way of equipment as well.
For Rod and Reel manufacturers, you might wish to check out the Pleasanton FlyFishing show in February or the International Sportsman's Expo when it comes around in your area. Don't be bashful when approaching the manufacturers or demonstrators. They all followed the same route as you, just at different times in their life. They are all happy to help separate your hard earned dollars in the name of your new found hobbie/ambition. Leave the wallet locked inside the vehicle or in your case, under the saddle of your trusty stead (if your life style holds true to your screen name).
Not certain what your budget is, but the Cabela's Stowaway is a decent multi piece fly rod for the price and it is tough to beat the warranty. I had a buddy fishing one up on the Lil Truckee that he broke some how (forgot the details) and it wasn't that far of a run to get a replacement that very same day. I just sent in a slough of equipment last month for repairs and I am still waiting for something to come back. The down side of multi piece rods, at least for me anyways was losing a section. I don't think I had a tube on my first one, so it was hard to keep track of.
Find out if you have any buddies that fly fish already so you can learn their bad habits. Otherwise, think about joining a local fly club so you can learn a myriad bad habits from different folks.

Toughest part for me was leaving the can of night crawlers next to the water and forsaking the spin gear in favor of a fly rod. I still think about those night crawlers every once in a while, but not so much the spin gear.
