Question on the Klamath, Salmon, Scott River Regs 14 Years, 11 Months ago  
I am planning a trip to the Marble Mtn area to do some backpacking, camping, hiking, C&R flyfishing in late Aug for a week. I live in Seattle and am not familiar with the area. I would like to fish some of the rivers and streams and I found this reg on line:

Am I interpreting it correctly that the Scott River is open to C&R (i.e., "0 bag limit"? ..... But, the N Fk Salmon is not open at all (even for C&R, and not even open in the Marble Mtn Wilderness)??

Any advice for tackling this area is also appreciated. I am focused on small stream trout as well as a backpack into the Marble Mtns (Wright Lake, Deep lake basins is what I was thinking). Thank You
