Checking the local fly shop for info is a fine idea. The Fly Shop is pretty free with reasonable amounts of info.

You can access the Lower Sac at the Posse Grounds next to Turtle Bay, or near the Market St Bridge, or upstream of the Market St Bridge, and numerous other places.

Wade carefully.

I am a kayaker, and have pontooned the Lower Sac from Posse Grounds to Bonnyview a couple of times. I would not try it now - the construction at the two bridges makes it too dicey, unless you are a top notch waterman. I don't think anyone has drowned there this year [yet], but approach that carefully.

Bonnyview to Anderson City Park ought to be doable, BUT a lot of days there are not many gravel bars to stand on, and flycasting while paddling is at least beyond my capabilities. Not enough hands.
