Why not Reno? With all of this expected rain, the Truckee should be prime. 30 min. drive. Indian casinos kind of suck, as they do not comp. drinks and several do not serve drinks at all. Bet you could find a good deal on a cabin in Truckee or North Shore and either drive to the casinos or drive to the river (if you stay in N. Shore)
Other options: S. Lake Tahoe--30 minutes to E. Carson which should also be prime.
Set on Indian Casino? There is one down in Bishop (Paiute Palace) and I usually donate a few bucks when I fish the area. Hot creek, the lakes, and a few small streams should be good at that time of year. Winn River in Redding is about 2 minutes from the L. Sac and if you have a drift boat this could be an option. Maybe my bias, but I find the Reno/Tahoe casinos much more enjoyable.
