I think they just kill them all and let the spirits sort it out. 400 to 700 salmon a year??? How much can you eat? I call that GREED or Avarice. Maybe those words aren't in the Hoopa and Yurok language.

I have seen the nets near the mouth of the Klamath, and those nets capture jack salmon as well as adults, so unless steelhead are so much smarter than a King Salmon to avoid the nets, I don't see how they can't capture steelhead. The struggle to escape does what it does.
