No on both counts. This is really an attempt to get an intrinsic property of the rod itself. The line is a huge factor in turning over a rod with all its mass on tip of the rod. But if we were to compare rods, it's sort of assumed that we'd be using the same amount of line (and not switching arms either

).
Considering the whole system, differences in rods themselves would be even less of a factor except for one element. Overall length of a rod is easily the most significant factor in swingweight especially considering the line as well (no surprise there).
